Cartolina con francobollo frazionato. Aiuto per identificazione

Ciao a tutti,

spero di essere nella sezione giusta del forum per questa mia richiesta.

Ho ricevuto questa cartolina con un uso frazionato di quello che doveva essere un 20 Heller di Karl I (o, almeno credo).

Il paese di partenza dovrebbe essere Kuttenberg, ma non riesco ad identificare il paese di destinazione.

Vorrei cortesemente chiedere agli esperti del forum se l'uso del francobollo frazionato nel periodo era consentito e comune ed inoltre chiedo un aiuto per identificare la destinazione e (magari) anche il periodo in cui è stata spedita la cartolina

From October 1, 1916, the postcard porto was divided into two parts: official postcards with an imprinted stamp cost 8 hellers, but private postcards or postcards with an attached stamp cost 10 heller. With this difference of 2 Heller the printing, cutting and perforating of the cards could be financed. This reference may have been the actual cause of the introduction of typewriter cards.

Halving the 20 heller mark was probably allowed. I suspect the postcard is from December 1918. It is a greeting card for the New Year. I read here: Šťastný nový rok

Here is another picture of the 20 Heller stamp. This was only issued in August 1918.

Due to the fee increase on September 1, 1918, the 20 heller stamp became the most frequently used denomination.
After the end of the First World War and the collapse of the monarchy, these cards could be used until the end of the stamp validity in Czechoslovakia until October 14, 1919.
