You don't need to know the Austrian Tarifs - just remember the UPU colours: green, red and blue.
So the
green 5 h has same same purpose as the 5 centesimi
verde (1879 Umberto I, 1889 Croce de Savoy, 1901 Aquila, 1906 V.E.III) - all are the postage for a DOMESTIC post card (cartolina interno).
RED is for domestic letters (first weight) and foreign post cards, blue is for foreign letters (first weight).
The purpose of this colors is that the foreign "portalettere" could see if the letter was franked right or not.
So why a postcard from Austria to Germany is franked as Domestic? The reason is the Deutsch-Österreischer Postvertrag. It was still valid after the foundation of the UPU - the German States (including Austria-Hungaria) treated each other as "Domestic" - an this rule was not changed when the German States became the German Reich ... so in this days a post card from Trieste to North-Germany was cheaper then a post card from Riva sul Garda or Trento to Sirminone, Brescia or Verona ... Austria has the same domestic rate to Hungaria.
